The Hope-Simpson Report follows the recommendations of the Shaw Commission regarding the possibilities to purchase country. This leads to the «Passfield White Paper» in October. This second White Paper is the first British trail, solve themselves from the engaging, promoting the erection of a «National Jewish homeland in Palestine», of the Balfour Declaration and the Mandate and restricting the Jewish immigration in Eretz Yisrael.
